Radda Suspends Officials Over Inmate Abuse, Approves ₦35m Compensation

The Katsina State Government has suspended four officials of the Babbar Ruga Reformatory Centre over the brutal torture of an inmate, Usman Musa, which led to the amputation of his left hand and serious injury to his right.

Governor Dikko Umaru Radda, PhD, CON, approved the suspension after reviewing the report of a committee that investigated the incident. Those affected include the Principal, Abdulzahir Abubakar; Vice Principal, Bala Abubakar; a porter, Yunusa Yusuf; and a casual staff member, Murtala Suleiman, who was dismissed outright.

In a decisive move, the governor approved ₦970,000 for the victim’s hospital expenses and ₦35 million for a sensor-enabled prosthetic hand to support his recovery and reintegration.

Governor Radda also endorsed sweeping reforms for the reformatory centre, in line with international standards on inmate welfare. The Special Adviser on Public Administration and Service Reforms, Alhaji Usman Isiyaku, who chaired the investigative committee, has been tasked with implementing the reforms.

Secretary to the State Government, Alhaji Abdullahi Garba Faskari, described the decision as part of a broader effort by the Radda administration to uphold human dignity and institutional accountability.

“This action sends a clear message that abuse and impunity have no place in our public service,” he stated.

Human rights advocates have praised the government’s prompt action as a critical step toward restoring transparency and justice in the state’s correctional system.
